The National Oceanic Resources Management Authority (NORMA) is the Federated States of Micronesia (FSM) National Government agency responsible for managing the FSM’s fisheries resources from the 12-nautical mile (NM) Territorial Seas out to the 200 NM Exclusive Economic Zone. Fisheries resources inside the 12 NM Territorial Seas are managed by the four individual states (Yap, Chuuk, Pohnpei, and Kosrae). NORMA works closely with the Department of Resources & Development (R&D), the Department of Justice (DoJ), the Department of Transportation, Communication and Infrastructure (DTCI) among other national and state agencies to fulfill its fisheries management duties. NORMA receives technical support from regional organizations including the Pacific Forum Fisheries Agency (FFA) under a Country Level Service Agreement (CSLA) for legal, economic, management and monitoring, control and surveillance (MCS) and scientific support and advice from the Oceanic Fisheries Program of the Secretariat of the Pacific Community (SPC-OFP).


FMD

Fisheries Management Division (FMD)
Ensures the fisheries that NORMA is responsible for are managed sustainably and to the benefit of FSM through access agreement negotiations, licensing and permits, and administering the Vessel Day Scheme.

Fisheries Economics & Development Division (FED)
The FED Divison provides NORMA with sound economic analysis and advice to inform fisheries negotiations, investment and management decisions. 

The Fisheries Science Division (FSD)
Manages NORMA’s scientific needs and obligations, including the management of the FSM National Observer Program.

FCD
The Fisheries Compliance Division (FCD)
Responsible for managing monitoring and control measures to ensure that fishing vessels comply with national laws and regulations and regional and international obligations.

The Corporate Services Division (CSD)
Supports the entire organization including the four other Divisions (Fisheries Economics & Development, Fisheries Management, Science and Compliance) with administration, human resources, IT, legal advice, finance and budget.
