Accounting System Consultant

The Government of the Federated States of Micronesia’s National Oceanic Resource Management Authority (NORMA) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program, and intends to apply part of the proceeds toward an ACCOUNTING SYSTEM CONSULTANT to be working with FSM NORMA in Pohnpei, FSM.

OBJECTIVE & SCOPE OF WORK
The objective of the assignment is to identify, supply, design or customize and implement an appropriate off-the-shelf accounting system that will enable quick and easy reconciling by NORMA staff of the Authority’s funds with the FSM Government’s Department of Finance & Administration (DF&A) accounting system where the official accounting and documents are maintained. The Accounting System Consultant shall report to the Deputy Director and undertake the following illustrative activities:

a. Provide implementation workplan or methodology with budget that results in the project delivered on time and within budget.
b. Assess NORMA accounting needs based on DoF&A “FundWare” system, NORMA operations/accounting requirements, FSM Government requirements through group or one-on-one consultations with NORMA and DF&A staff.
c. Analyze, deliver, customize and implement an industry standard, well established, off-the-shelf Accounting System like QuickBooks or similar software that will enable the NORMA staff to record its financial transactions, reconcile transactions with the DF&A system and meet its financial reporting requirements. Possible priority functions are that the system should allow for budget management, revenue and management/observer fees invoicing and receipting, tracking of observer bonds of clients, reconciling and reporting on all such financial transactions or Funds within NORMA;
d. Assist/Advice NORMA Information Management/IT staff with accounting expertise to enable integration of system with other modules in the NORMA information management system as needed.
e. Provide sufficient oversight and individual attention to NORMA to successfully implement a System that mirrors the accounting/recordingat DF&A to allow for easier periodic reconciliation and reporting of accounts;
f. Facilitate end-user change management strategies and other issues, to successfully deliver and roll-out the System, including recommending and implementing measures where there are challenges found;Prepare and provide technical and end-user documentation and training including troubleshooting of system for 30 days following roll-out to ensure stability of system, modules and features;
g. Provide knowledge transfer to NORMA-assigned end-user personnel for the system through adequate training, mentoring, and/or documentation; and Support the business process changes by facilitating meetings to discuss process changes, conducting training, and delivering end-user and technical documentation on the System.

MINIMUM QUALIFICATIONS

  1. Consultant must be formally qualified in accounting, business administration or related field; have a minimum of five years work experience with accounting software and systems such as those used by Government, businesses, and small agencies.
  2.  The consultant must have demonstrable experience in successfully undertaking organizational needs analysis with setting up of accounting systems for such organizations.
  3. Working knowledge of FSM Government financial management and of relevant stakeholders is desirable.

DURATION OF THE ASSIGNMENT AND REMUNERATION:
Payments for services will be made as lump sums against specific deliveries and based on number of days actually worked. The consultancy will be for a period of 6-months commencing in January 2021 and consultant is expected to commit two person-months to deliver outputs.

This Consultancy will remain open UNTIL FILLED but a solicitations submission is preferable by December 25, 2020.
