How to gain fishing access to the Exclusive Economic Zone or Fishery Waters of the Federated States of Micronesia?

Gaining fishing access to the FSM EEZ requires a fishing access agreement (see standard pole and line, longline-with or without base agreement- and purse seine agreement) to be established between the Federated States of Micronesia and the interested Party.  The following are the four main steps in establishing a fishing access agreement:

1. The first step is to contact the National Oceanic Resource Management Authority and express interest to fish in the FSM EEZ;  

2. The second step is for the interested party to provide some background information on itself by answering the Standard Questionnaire;  

3. The third step is to negotiate a fishing access agreement.  Negotiation could be done remotely or face-to-face between the Authority of the National Oceanic Resource Management Authority and the interested Party.  (see Section 402 of Title 24 -  Negotiation of Access Agreement for more information);

4. Fishing permits (see Sections 107-113 of Title 24 - Fishing Permit Application Process and Procedure for more detail information on how to file an application) for individual fishing boats could then be issued after a negotiated fishing access agreement is signed by the National Oceanic Resource Management Authority and the interested Party and approved by the FSM Congress (see Sections 405-406 for Approval Process of Title 24 for more information).
