In the process of establishing a national fisheries policy, Miles (1991) reviewed the performance of the MMA. He concluded that:

· By 1982  all seven goals established for the MMA in 1980 had been met;

· In the mid-1980s MMA had become the most effective fisheries management unit among the Pacific Islands governments;

· For the decade of the 1980s, $39,067,597 (exclusive of penalties and forfeitures) had been collected for foreign fishing activity with an MMA budget of $3,100,726 or 5% of the value collected;

· During the 12-year period ending in 1991, the MMA had effectively implemented the policy instructions it was given.

In 1999, another assessment was done by an ADB TA which did a very thorough review of all the work, functions, structure, funding, staffing, effectiveness, among others. The review resulted in similar conclusions that NORMA is a reasonable effective organization. This conclusion was based on a number of considerations including:

· Well-crafted licensing arrangements are in place;

· NORMA is able to generate/analyze information on fishing patters, fishing permits, and access revenue;

· Considerable effort has gone in to determining the validity of vessel-supplied information, including well-organized observer and port sampling programs;

· NORMA’s strong contributions to regional management initiatives.

NORMA’s performance relative to tuna management agencies in other countries. The TA consultants, having worked in all the Pacific Island countries and many of the Indian Ocean countries. This opinion is supported by a statement by a previous Director of the Forum Fisheries Agency “NORMA is more affective than most if not all national fisheries administration in the region. The model is being carefully monitored and emulated.
