This section is responsible for the implementation and monitoring all fishing agreements. This section receives, receives fishing, support and research permit applications and issue permits accordingly.  This section is responsible for ensuring compliance with the terms and conditions of fishing agreements, receiving and process catch reports, collect fishing rights fees as per agreement, enter catch data into the fisheries computer database, examine reports for accurateness and follow up if necessary, produce monthly statistics of activities of foreign fishing vessels, liaises with the National Police on matters involving fishing vessels and provides updates of licensed vessels to National Police. This section also liaises with the Forum Fisheries Agency (FFA) and the Secretariat of the Pacific Community (SPC) on issues regarding foreign fishing vessel registry and developing management tools and sharing of fisheries data respectively. This section also implements and monitors (to some extent) regional arrangements such as the U.S. Multilateral Treaty and the FSM Arrangement and advises the Executive Director and Deputy Director on ways to improve fishing vessel compliance and fishing agreements in general.
