PROVISION OF PICK-UP TRUCKS

CONTRACT REFERENCE: FM-NORMA-50002-GO-RFQ

The Government of the Federated States of Micronesia’s National Oceanic Resource Management Authority (NORMA) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program, and intends to apply part of the proceeds towards the procurement of two (2) 4WD crew-cab pick-up trucks.

FSM NORMA is now seeking offers from suitably qualified and experienced vendors/suppliers to supply these pick-up trucks to be provided for use by FSM NORMA satellite offices.

Bidding will be conducted through the Shopping procedures specified in the World Bank Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers”, January 2011 and Revised July 2014, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. .

Interested eligible vendors/suppliers can obtain further information from and must also request a formal Invitation To Quote (ITQ) preferably by October 29, 2018 (Pohnpei Local Time) from the following email address.

REQUEST FOR EXPRESSION OF INTEREST

The Government of the Federated States of Micronesia’s National Oceanic Resource Management Authority (NORMA) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program, and intends to apply part of the proceeds for a License Assistant based in Pohnpei, FSM. The License Assistant services include:

 

General Scope of Work

The Tuna Fisheries Licensing Assistant will report to the Licensing Manager under the Division of Management and Development (MDD).  He/She will undertake the following illustrative activities:

  1. Assist the License Manager with receiving and reviewing of license applications from companies applying for a permit to fish in FSM’s waters.
  2. Assist the Manager with the manual and online process for issuance of fishing permits to fishing vessels.
  3. Assist with proper receiving, recording and reconciling of license fees received by NORMA.
  4. Assist with the collection, organizing and entry of data and information related to the permitting process into NORMA’s relevant databases.
  5. Assist with processing, analysis and dissemination of data and information related to the permitting process.
  6. Assist with licensing and related financial reporting as required by NORMA.
  7. Other duties as assigned by the Chief of MDD.

 

Minimum Qualifications and Short-listing Criteria

  1. Associates Degree in Computer Science, Marine Science or other relevant field.
  2. Demonstrable experience in use of computer and entry of data into databases.
  3. Strong attention to detail.
  4. Demonstrate punctuality and willingness to work beyond regular working hours to meet deadlines.

Duration and Indicative Remuneration

  • The consultancy is with FSM NORMA for a period of one year commencing in October 2018 to October 2019 and may be subject to renewal based on performance and availability of funding.
  • This is a time-based contract with FSM NORMA with a salary based on Local Market Payscale with a 1 year package ranging from $10,000-$12,000 depending on qualifications.

The Government of the Federated States of Micronesia’s National Oceanic Resource Management Authority (NORMA) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program, and intends to apply part of the proceeds for a Catch Documentation Scheme/Competent Authority (CA/CDS) Officer based at FSM NORMA in Pohnpei, FSM. The CA/CDS Officer services include:

General Scope of Work
The CA/CDS Officer will report to the Chief of the Division of Statistics, Compliance & Technical Projects. He/She will undertake the following illustrative activities:

  1. Coordinate CDS in the FSM, including but not limited to catch certification, mass balance reconciliation and traceability of fish.
  2. Coordinate with industry agents on status of tuna catch documentation for certification purposes.
  3. Develop and maintain an acceptable filing system and spreadsheet/database accounting for data, records and transactions relating to CDS.
  4. Produce reports, regularly and annually on catch certification and implementation of CDS and communicate information on CDS to stakeholders as required.
  5. Provide advice and input to enhancement and further development of the relevant computer software systems.
  6. Assist with the development and implementation of CA-IUU and CDS policy and standard recommendations and standard operating procedures.
  7. Collaborate and coordinate with observers, staff and National Food Safety Program on CA implementation.
  8. Maintain familiarity and adequate working knowledge of international, regional and national fisheries legislation and measures, including international fish trade standards.
  9. Monitor tuna transshipments and other related port/anchorage activities.
  10. Attend and assist with ongoing trainings and workshops related to the development and implementation of CA status and overall CDS in the FSM.
  11. Other relevant duties as assigned by the Executive Director or immediate supervisor.

Minimum Qualifications and Short-listing Criteria.

  1. Bachelors degree from a recognized institution in Marine Science, Fisheries Management, Economics, Project Management, Public Administration, International Relations or other relevant degree. A relevant AA/AS degree would be acceptable with extensive relevant experience.
  2. Minimum of two (2) years relevant experience.
  3. Competency in the use of typical computer applications, particularly MS Office, Excel and databases.
  4. Fluency in written and spoken English.
  5. Available to work outside conventional office hours.

Duration and Indicative Remuneration

The position will be for an initial 18-month period. (Probationary period of six months and periodic performance review determines whether contract would be continued). This is a full time position under a time-based contract with FSM NORMA and may be extended based on satisfactory performance. Salary is based on Local Market Payscale with an annual compensation ranging from $14,000-$20,000 depending on qualifications.
